Yes, compatible Apple TV devices can use third-party VPN apps. Apple introduced that support in tvOS 17. The right setup depends on whether you mean the Apple TV box, the Apple TV app on another device, or watching in a browser. A VPN installed on your laptop does not automatically cover a separate television.
Start with the device doing the streaming

A router-based setup is a separate project. It requires a compatible router, VPN configuration supplied by the provider and control of that network. A router advertising VPN support does not establish compatibility with every VPN service. Keep a record of its original settings before making changes.
If playback stops after connecting
- Note the exact error, programme and device. A sign-in failure and a buffering problem need different investigations.
- Confirm that ordinary websites work on the same connection.
- On a network where you are comfortable doing so, disconnect the VPN and retry the same programme. Do not change your account region at the same time.
- If playback works only without the VPN, contact the VPN provider or streaming service with that comparison.
- If both tests fail, check the app, subscription and network before changing more VPN settings.
