A missing file, an operating-system warning and an installer that opens then stops are different cases.
Work through the checks
- Use the current link from the official Windows download page. Wait for the browser to report the download as complete.
- Find the file in the browser’s download list and use its show-in-folder action if available. Avoid opening a similarly named older copy by mistake.
- Attempt to open the completed file once and record any Windows message exactly. Check whether the installer is already open behind another window.
- If an administrator manages the device, ask about installation permission. Do not use another account or bypass management controls to force installation.
- If the package opens but setup fails, note the last visible stage and the error. Send that information with your Windows version to support.
