A proxy receives and forwards requests on behalf of a client. It is an intermediary role. A proxy setting in one application can affect that application without changing how every other app on the device reaches the internet.
A practical example
A browser configured to use a proxy and a separate messaging app may take different network paths. Testing the browser’s public IP therefore does not automatically establish what address the messaging service sees.
What to check
Identify where the proxy is configured: the application, the operating system or a managed network. If a task fails, record which application fails and whether other apps still work. On a work device, ask the administrator before removing a proxy setting; it may be part of the organization’s intended access route.
What it does not tell you
